Guide me in applying for psw visa

Actually, I am in a student visa extension and left with my project that need to be submitted in the month of May 2011. But, I have a problem with my current student visa as this being expired on 31st April 2011 . All of us know that rules are going to be changed from the month of April 2011. Can anyone suggest me what can I do in this stage with my visa? When do you think is the best time for me to apply for a psw? If so, then is it a better option to apply from inside or outside UK? :)

if you CAN apply before april, do it... otherwise, hope they dont make any drastic changes to the psw cuz if they do, you will be screwed!

You cannot apply for Tier 1 (PSW) unless you pass your course.
