eu family permit for ireland.

i married an algerian and we applied for a settlement visa, got refused due to nt enough evidence for two things, so resubmitted with relevant evidence and are awaiting the appeal.

Anyway i just wondering how my husband can apply for the eu visa if we was to move to ireland. Im from england and live in london.
Where can he apply for the visa. Could i do it for him in london (if there is an irish embassy here?)
