Switching from EEA route to SET

I`m an EEA citizen, recently naturalised as British citizen. My husband is from outside EU, currently on EEA2 residence card that exprires is 2012. He has lived in UK from 2006 (Family Permit and then EEA2).
As he is now married to British citizen can he switch the immigration route and apply for indefinite leave to remain on SET(M) form?

I would appreciate your answers as I can not find a clear rule regarding this matter.

If he has been since 2006 on the European route, this year he should qualify for permanent residence.
Why do you want to change for SET? If he would do this now, he would be permanent only in 2013.

The reason is that I thought my husband could qualify for settlement earlier...

Does the 5 year residence period for EEA4 counts from the moment he entered UK on Family Permit or the moment he obtained EEA2 Residence (this was almost a year after he arrived)

It counts from the moment he entered on EEA Family Permit!
