Child tax credit applied 11 months before

Hi,
I had applied for child tax credit in march 2010 and trying to get an answer from them for the past 10 months without success.The main reason they gave is that my wife is not working and she dosent have a NI number and that they have to do extra checks.
When i asked the NI office if i can apply for a new NI number their reply was that if the child tax credit office thinks it is necessary they will apply for one.When i told the Child tax office their reply was that they have escalated the case to a team leader level and i should get an reply soon but they have been telling me this for the past 3 months.
Is there is anything i can do or contact someone to get a early reply.

write to them, if you still not gonna be happy them complain, if you write to them you will have an evidence of that.
dealing with any offices on the is the worst think you can do.
