Unclaimed Maternity Allowance

A Tier 1 dependant didn't claimed maternity allowance simply because she thought it falls under public funds (she was entitled otherwise). It has been nearly over 1.5 year since here entitlement expired

can she claim it now? Her baby is nearly 1.5 years old and benefit rules state that she has to claim maximum by 3 month from child birth?

Thanks for your response....that means it can't be challenged despite exceptional circumstances.

Apart from ignorance to rules(which is off course no excuse) her new born baby was diagnosed with a rare lethal disease (only 2nd case in UK) and she has been through extream distress following child birth. Her circumstances have been exceptional..........is there any example or wayout to set aside normal rules?
