TIER 2 ISSUED FOR 2 YEARS ONLY LESS THAN YRS ON COS

I am a doctor in training and my tier 2 visa has been issued for 2 years only not the 3 year period on my cos.I am very unhappy about this as my certificate of sponsorship clearly states my period of training and I have had colleagues in the past issued the 3 years cos given there full visas.Is there a new law preventing this or what I have wrote to home office and they told me that is their law.

Where did you apply from? If in the UK, what was your immigration status before being granted Tier 2 leave to remain. If you were on Tier 2 earlier too, is this sponsorship with the same employer?
