Leaving the UK while my PSW appeal is in process

Hi all,

I applied for a PSW some months ago and have recently received a refusal letter. I have submitted the appeal documents and the Tribunal tells me it will take at least 8 weeks and possibly longer for a decision to be made.
Can I leave the UK while the appeal is being processed? I am planning to get a friend who lives here to notify me about the decision made by the Tribunal when the letter reaches my residence. And if it is somehow refused again, my next step would be to reapply for the PSW from my home country.

Is this plan ok? Also I hear the PSW system might be stopped entirely. Is this rumour true and when is it likely to happen?

I would be grateful for any advice anyone has.
