Help -- Getting Married to UK Citizen on a Visitor Visa?

Hi everyone,
I would imagine that this question has been raised and answered so many times in this forum, but since I couldnt find any, I hope someone has the patience to answer it again.
My boyfriend is a British citizen and I am a Japanese citizen, and we are moving to UK from NY at the end of this month. The moving date is set and tickets have already been purchased. We are planning on getting married in the UK and settling down there. Now, can I enter UK as a visitor (on a visa waiver program), and then get marrried and change my status? Or is it absolutely necessary to obtain a financee visa?
We don't have a place to live in London yet, nor do we have a job lined up. My boyfriend has sent out his passport for his renewal, and I don't expect it until next week, so I don't have his passport number. Is it still possible to get a fiancee visa without all these items?
Also, what's up with British Embassy charging $2.10 a minute for phone inquiries? Does anyone know if there is a phone number I can call for questions?
