If employer has no allocation of CoS, but still they issue it to someone then what fine employer incurs? or is there any other charges by UKBA?

employer CANT issue COS if there arent any available in SMS.....

Just to clarify; some employers will have a zero allocation in Tier 2 general and will have to, basically, apply to the UKBA to be given each one they need as and when they need it. In effect this is removing the whole point of the PBS and making it a bit like a slower version of the old work permit scheme. I'm not saying it doesn't work - I'm just saying it takes longer to get there.
