Clarification Regarding 28 Days rule for ILR

The 28 Day rule require the applicant to be continuously
resident for a set period of time (5 years in the case of Tier 1 General) to
be eligible for ILR. ILR application should not apply more than 28 days before completing that qualifying period.

My intial Tier1 visa valid from 1-Feb-2011 till 1-Feb-2013, i'm planning to travel to UK at 24-Feb-2011 to attend an interview and will depart at 27-Feb-2011 back to my home country.

do you think that UKBA will consider 24-Feb-2011 as my landing effective start date?

Also there is a note on my visa that i shall make police registeration within 7 days of entry, shall i do it even if i will only stay couple of days ?.
