Mn1 Application Applying By Post (Ncs Not Accepting)

Guys,

I am about to apply MN1 for my daughter on the following basis

Father is BC through naturalization,my wife is on 27 months settlement visa and my daughter got ILE outside uk (She was born outside UK)

When i apply through post do i need to send my british passport which i am bit worrying.can some one confirm this.I have checked the documents list from here

Is it safe applying by post with all original documents and passports

NCS Hounslow says they can't accept my daughter MN1 application because my wife doesn't have ILR and i told them it is not required but they says they can't accept.Can some one clarify my situation can i register this time or not.
