hi am asking on behave of my friend who want to join her partner in ireland, they have lived before in uk but currently he in kenya but her partner in in ireland. can her partner apply on his behave in ireland or the guy is supposed to apply in kenya to join her in ireland? note they have kid together who are with the guy in kenya and currently the her partner is working in ireland
