Spouse visa refused

Hi.

My wifes spouse visa was refused due to the reasons below:

No english test - She holds a english degree from Staffordshire university. Was she still meant to do the test anyway ?

Communication - Lack of phone calls to me from her. Obviously this is due to the cost of calling the UK.

Regarding me calling her- it says its sporadic. I text her everyday and call her once in awhile.

We are going to appeal. Is there a chance of winning the appeal ?
