Parent's Citizenship (Slightly different)

Good evening ladies and gentlemen, I've been searching for a while for an answer to this but have failed miserably.

My mother entered the UK from the Republic of Ireland some seventy years ago as a child. She married a British Citizen who died a couple of years ago and would like to visit her birthplace while she can.

However, she does not have a passport or citizenship that she knows of, but has paid NI taxes etc...

What would be the route to take? A certificate of entitlement...citizenship?

She is probably an Irish citizen by brith.
