NON-EU: find a job in DE or CH as a tourist, is that ok?

Hello there,

my friend is venezuelan and he wants to get a job in Germany or Switzerland. As venezuelan, you can stay up to 90 days in Europe without issuing a Visa, means as a tourist.

Somebody told me that if you are there under a tourist condition and apply for jobs/ go to interviews, you can get into serious trouble and even be banned from entering the country again, is it true?

Searching for a job from here (Venezuela) is impossible as all employers want to meet him personally, therefore he gets only rejections.. so, what other possibility he has?
