Chapters 5 / 6 ECI - Please point me

in the right direction. I was on the HO site regards Non EEA and EEA persons and came across the following

"Full details of the various ways in which a non-EEA national may retain a right of residence can be found in Chapters 5 & 6 of the ECIs"

I have done a search on the HO site trying to find this ECI document to no avail. I would appreciate it if anyone could fill me in on what ECI is and links or sites as to where i could find the document posted and more importantly these mentioned chapters.
