Strategic Plans for the Reform of the DoJ Services

Post by 9jeirean » Fri Mar 11, 2011 11:52 am

Some Good news coming from the DoJ. I think this is done in the light of the Croke Park agreement and the ongoing public service reform.

http://www.inis.gov.ie/en/JELR/DJLR%20P ... 202011.pdf

While this remains to be seen, I think this IMO is the first time we are seeing such detailed plan published and made available on INIS website. A notable departure from the "don't rock the boat" posture of recent past. One that is highly welcomed and commended

From a consumer/service user point of view, it is a marked departure from the existing culture of defensiveness and lack of openness within INIS. At least we now have a standard to benchmark the activities of the INIS against.

It wouldn't be a bad idea for the organizations such as the Migrant Center, and Immigrant Council of Ireland to carry out independent audits of INIS compliance against these set of objectives and forward same to both the minister of Justice and the newly created minister of public sector reform in due course.

Some notable extracts from the documents:
Finalise internal review of INIS operations identifying efficiencies to be achieved in the context of reduced financial priority services, review of resources, including identifying costs and staffing, and allocation of resources - Early 2011
Reallocation of resources within INIS and its agencies (Office of the Refugee Applications Commissioner, the Refugee Appeals Tribunal and the Reception and Integration Agency) to address backlogs in targeted priority areas thereby, speedier decisions for applicants. Reduction in backlogs and reduced pressure on direct provision system with consequent cost reductions.
Develop a cost effective unified communications system involving the elimination of PABX equipment, consolidation f telecommunications operators across the JLR Group
Further rollout of unified data applications which have been developed by the Department in recent years. The overall value added will come from the elimination of the necessity to maintain multiple databases. The further re-use of captured data will reduce the amount of resources, including staff time, required to capture, collate and disseminate information. New applications will also assist in providing automated
Implementation of INIS case management system. Provision of on-line information to immigration and specific applications; Subject to citizenship applicants on their resource and IT capacity, roll-out online applications forms for all immigration services.

Thanks

2011 onwards
2011 onwards – review of citizenship applications procedures complete by March 2011
Improved service to INIS customers.
Improved customer service. Speedier decisions for applicants. Increased processing of cases with existing staff resources. Reduction in backlogs and reduced pressure on direct provision system with consequent cost reductions."

The main concern about that, they might put priority for the 2011 applicants just to match their strategic plan and forget all about the old applicants as they mentioned they would reduce the backlogs and they did not mention to finish what is in hand first. also they put time frame for the 2011 applicants but they did not put time frame for the backlogs.
peace on you

That is great news, but they are targeting all these reforms by 2011...I am unsure wether they would have the resources to deliver all that, also to remember that staff are always oppose to change (especially when they are public servants  ) so it will be a hell challenging for the minister.

If the changes are meant to make their work easier, why should they resist change? ...well we are talking about public servants.
...though it tarries, it shall surely come...
