Who Qualifies For A Certificate Of Travel?

Who Qualifies For A Certificate Of Travel?

I was granted Indefinite leave to remain (exceptional) on Immigration Status Document - ASL.2150

My number ASL.2150 is not in HO list (see below) . Can I apply for a certificate of travel?

If you have been granted Indefinite Leave to Remain than you can apply for a certificate of travel. I am not sure why your reference number is not on the list as it is the standard letter issued to those granted leave on an Immigration Status document in the place of a national passport

However the rules on who will be issued a certificate of travel are quite strict. What is your nationality? Can you provide evidence to show you are unable to get a national passport?

I arrived almost 14 years ago from Russia.
I was a citizen of the Soviet Union when I lived various republics of the former USSR and present Russian laws have neither any right to claim Russian citizenship on the fact of living in Russia in the past.
(Please do not open discussions on this topic - it is a fact and I am not interested in speculation and fiction on this topic)

Russian embassy did not give me a passport because I can not provide sufficient documentation. I can not produce the documents because I am not and never been a Russian citizen. I stated this on arrival and all 14 years. I am not a citizen of some other country. I do not have the status of stateless persons.

In that case you can try to apply for a Certificate of travel although bear in mind that it is costly and there are no guarantees it will be issued. It is also not accepted as a valid travel document in many countries. You need ot provide evidence that you have been unreasonably refused a travel document by the Russian authorities. If you can also provide information with your application to prove that legally you are not entitled to Russian/any other nationality then this will also help.

What nationality did UKBA say you were? Did they accept that you are stateless - you seem to suggest they didn't.

Have you considered applying for British Citizenship? When did you get your ILR?
