advise needed please on schengen visa

i am new to this forum and would really appreciate your advice about which embassy [belgium or austria]are more relaxed with their requirements on giving schengen visa.i already had a bad experience with the germans few weeks ago while traveling with my eea national brother who i got my eea family member residence in the uk.we contacted the nertherland embassy which he is a national ,before traveling and was told that even if i was his sister as long as i had the eea family member stamp issued in my passport i could accompany my brother without any problems but that didnt turn out to be the case in germany as i was refused entry and put in a holding room for about 8 hours before been returned.i am thinking of getting a visa from one of the above embassies but would like to know if any one has any experiences about the easiest embassy as we would be driving through austria ,belgium and maybe germany to the netherlands.thank you

Go to Germany through the Czech Republic. It allows entry to holders of RC issued in the UK even when UNACCOMPANIED by the EEA national. And if you are accompanied by him, then no problem whatsoever, no need for Schengen visa. Just ensure you leave the same way you entered- i.e. through Czech Rep.
