No they were supposed to be finished by the summer of 2011 and apparently are on track to do so

however I would think it is unlikely that all cases will be decided by then as UKBA don't have a habit of keeping to targets.
There does seem to have been more refusals recently but one of the reasons for this may be that cases where a clear grant of leave is warranted have already been granted.
UKBA have not been very transparent about the guidance they are following for granting/refusing cases under the legacy. However they are supposed to consider each case on its merits and under current law/policy
Before a decision is made to remove a person then consideration should be given to the factors in paragraph 395C of the Immigrartion Rules:
395C. Before a decision to remove under section 10 is given, regard will be had to all the relevant factors known to the Secretary of State including:
(i) age;
(ii) length of residence in the United Kingdom;
(iii) strength of connections with the United Kingdom;
(iv) personal history, including character, conduct and employment record;
(v) domestic circumstances;
(vi) previous criminal record and the nature of any offence of which the person has been convicted;
(vii) compassionate circumstances;
(viii) any representations received on the person's behalf.
