Can spouses of those holding a student visa work?

Hi, not an area I know much about but a friend of a friend who arrived in the UK from Pakistan in Nov 2010 with his wife (on an initial 1 year student visa) has been told that when she comes to look to extending the visa (by a further 18 months) her husband will no longer be entitled to work (due to some rule changes that may have come in this month)

Cant find anything online - and ideas as to what this rule change is? Much obliged as ever
