Applying for ILR and child just born in UK

Hello,
This is my first post.I am a doctor and am about to apply for ILR in July 2011. We just have had a baby one week ago.I have just been issued with his UK birth certificate. From the rules I am aware that he is not a british citizen and does not require visa stamping if we are not planning to leave UK.I am about to apply for the Indian passport for the new baby. Here are my queries

1) I am aware that I need to register with the Indian consular services.Can I do this at the same place i.e Birmingham where I am about to apply for his passport.

2) When I apply for ILR for me, my wife and my elder 7 year old son, do I need to include the newborn as well on the application as a dependant.
I am asking this as each application for the dependent will cost £650(or £486) as per new rules.
If our application for ILR is successful then I can under section 1(3) apply for british citizenship for both the children. That would save me some money as well.
Your advice will be appreciated.

Yes. For further queries / information regarding birth registration at Indian consulate / Indian passport etc., please browse and post in this forum.

Newborn born in the UK - No.
Elder child - no, if born in the UK. Yes, if not born in the UK.

Also, section 1(3) of BNA applies only to child(ren) born in the UK.
