EEA Spouse on signing condition

My spouse recentely apply for an eea residence card, but we are still waiting for the COA which is now more than 3month. I will need advice regarding is signing condition. He has continue signing on as instructed by the HO since when he claim Asylum, but now i think he is no more an Asylum Seeker as he is married to me and also has another application with them he should not be restricted by signing on that way any more but we dont know what to do. Can anyone advice me here, because i dont know why it take them so long to send the COA of the application. and he has keep on signing on after we got married which is more than 6 month now. Do he need to continue signing or what advice you can give me here, because i am tired of that as we always go together to the signing place since the day he was ask to be signing even before we get married.

different situation, he was arrested he has no application with HO, but mine he was an Asylum seeker that came into the country legally and claim asylum next day immidiately with a valid visa. he is different from this other one you show me, he was arrested on immigration offence.

The possibly crucial point in both cases is that the non-EEA is married with an EEA national and should therefore be able to make use of the EEA regulations. The differences you point out are probably irrelevant. The method of entry certainly is since the Metock case. But then I must admit that I do not know all intricacies involved in the interactions between EEA law and asylum and similar cases.

A CoA should not take 3 months and you better contact he Liverpool team for clarification.

This is why i am so worried why the delay of the COA and i dont want them to use it against him calling absconder if he stop signing on. Pls can you help me with where i can contact maybe by email or phone.
