New re-entry ban

Can some one please help me that in new rules of re-entry ban is reduced, but what about if some some is banned already... the new rules will be applied if some one banned applies for visa to UK... please help

See also No return rule to be modified. The changes to 320(7B) affects people who left the UK at the UKBA's expense.
