Decision before original document received- Legacy case

My friend sent his original documents that includes his educational certificate and child birth certificate two weeks ago but they were returned yesterday saying decisin has been made on the 25th march and the documents were no longer needed. They were only having photo copies of the documents before the decision was made. They said a decision letter was sent via royal mail on the 30th of march which he have not yet recieved. He is worried and does not know why the documents were returned and what is in the decision letter. Please help. Do UKBA returned late documents received after decision has been made?
