I would look into the opportunity and compare it with:
1- Other Employers
2- Offers made to you by Council and market rates
3- Other cities/area
now talking about finding a job now a days, its really difficult. You are lucky you got an opportunity to work.
2ndly working for council seems to be one of the most secure job as it will be a Government body. ( I would go for it)
You dont have to live in South End. If you drive you can simply commute daily ( or by train) and save money on your accomodation by living in surrounding areas, and I dont think South End would be that expensive compared to London and other areas.
South End would be good for a family life.
