Please help my friend!

Hello!

Someone I know needs assistance! He wants to live in Canada.So he talked to a few canadian attornies who told him that they won't take his case.So he found one now that's willing to take his case.He wants 3000$ to start and another 1500 at the end of the process.
That attorney claims that there's a way to obtain a canadian permanent
residence even without enough points if he could convince the canadian
consulate that this guy would be successful in Canada.This friend of mine
doesn't have any education beyond HS and he doesn't really have any
professional work expirience.
Any ideas?
