visitor or settlement visa?

Hi everyone,
I Have a question to pose...my fiancee who is from Romania, came to UK on a fiancee visa in January this year however, due to certain family members being unable to attend the wedding she returned to Romania before her visa expired so as not to get into trouble, now we are applying for a new visa and have got ourselves organised this time with family who wish to attend wedding ceremony. Does my fiancee have to return on a new fiancee visa (VAF2)? or another form of visa.

Fiancee visa, you can't marry on a visitors visa.
