Don't have my crystal ball, but if I had to guess, not everyone will meet the requirements for ILR. At least having an extension stage after 2 years may minimise human rights being raised as a reason to force the UK to allow the migrant to live here. The same happens with other categories. It did not use to happen for Work Permits, the applicant got the full five years. I have read loads of posts over the years about how someone left their employer and did not sort their leave to remain out, but of course they still expected to be entitled to ILR.
