EEA family permit

Hi am from sri lanka and i applied for a eea family permit but was refused on 3 occasions.i then appealed against my refusal as i felt my rights was breached.months later i received a letter frm the tribunal stating the visa section has not filled my documents and requesting the visa officer to do so without dalay.however my case was taken up and dismissed as there was no documents on file.pls advise me who can i cantact or what i can do
