FLR(BID) if ILR rejected

I am applying soon for ILR (UK ancestry) via PEO appointment. If for some reason they don't make a decision that day, and they eventually reject the application after the visa is expired, will I still have 28 days to apply for FLR (BID)? Or will I have to leave the country and apply for ancestry entry clearance all over again? Thanks.
