PIO card CGI Birmingham

Has anyone applied for PIO card through postal route?
on their website its mentioned the waiting time is 20 working days,has anyone received it any earlier? I applied for my son on 22nd april, have not heard anything yet-not even an acknowledgement receipt(i had enclosed a prepaid envelope with a printed blank acknowledgement receipt). Don't know where to complain about these people--
