CSI for EEA3 application prior to 2006 (Exercising Treaty)

Hi all,

I am EEA student from Netherlands I was doing BSc degree course from Sept 2005- Sept- 2009 (4 years course) I had a grant for my course fee cover 4 years. And I was financial support myself by doing a full time job since then.

This means I was self-sufficient . I'm also doing MSc full time course from Jan-2010 until July -2011 which I paid course myself ( I lived and work continuous in UK since Sept- 2005 until now)

I did applied for Permanent Resident which I supplied many documents, however, UKBA send me a letter required Comprehensive Sickness Insurance I don't have one since I was using NHS services for ground of being EEA full time student. I was not even aware in 2006 the rules was changed for EEA student that required CSI.

They asked me additional documents:
Evidence of Exercising Treaty Right in UK min of 5 years (continuous five year period)

1) My question is this, this is only rule affect people who come after July-2006? Since I was not even informed. Do I need to show them CSI in my situation?

2) They want proof of univeristy study from Sept-2009- Sept-2010, which will complete 5 years. Meanwhile, I sent them university letter confirm that my course start Sept-2005 to Sept- 2009 when I was graduate. Again letter showed I started MSc course in Jan-2010 to July-2011, this means it was a gap of 6 months between July -2009 - Jan-2010. Then, to cover that gap period of 6 months I produced to them the P60, and pay slips which show my presence in UK to cover continous 5 years.

Please advise on this issue, what should I do?

To be honest, I am not aware of any practical benefit of Permanent Residence for EU citizens. I would simply not bother in your situation.

Thank for your reply, I understand what you mean, but I just want to know my entitlement as EAA resident in this case. Since I have been a student and working continuous full time for 5 years as well as paying NI (which contribute to NHS) for 5 years. Why should they asked me to provide CSI?

I find to be very inappropriate.

If you have been working for five years, then mark yourself as a worker on the application form and not as a student (even if that was your main activity and primary reason for being in the UK), and just supply the evidence for being a worker (employee).

Thanks, I think this is a good idea and that clarify the matter, should I still need to provide them with CSI?

No, of course not, for an employee that is not required. Just supply the necessary evidence, nothing more.
