Age criteria for Tier1 Dependant

Hi all, can anyone please guide me to the rite document for age criteria for T1 dependant, bcoz my fiance is 18 and my friend told me that the age limit to bring someone as wife dependant is 21. Can anyone confirm if i'm rite or wrong and also can u guys direct me to the correct document?

Apparently, the concession may still be applicable (35). Get confirmation from the Emabssy.
