NO NEW EVIDENCE ACCEPTED BY TRIBUNALS IN APPEAL CASES

Mr Green the immigration minister has given a ministerial statement that from 23/05/2011 tribunals will no longer accept the new evidence regardless when the appeal was made.

My question is what is the status of Ministerial statements in the eye of law. Is this a Law or just an order.

I made my appeal on 2nd April 2011 and sent the new evidence to the tribunal (which is 5 working days before when my appeal will be heard) 1.e. 17/05/2011 and the statement came on 19/05/2011 and came in force on 23/05/2011. My hearing is on 23/05/2011. This is ridiculous because you can't say from tomorrow me dont accept this or that.

Please tell me Am I affected with is statement.
