For the former, I think (not entirely sure) you will need to obtain a GNIB card from your local immigration office while you don't need a GNIB card for the latter as it is given for people who already are naturalized Irish citizens and want a stamp endorsed on their foreign passport.

The stamp says...'The Holder of this passport is permitted to reside in Ireland without condition'. And it expires when my Passport does..
If you obtained your stamp based on any of the conditions stated then you will no longer require a GNIB card.Categories of qualifying persons
THROUGH PARENTS:
When one of the applicant's parents was born in the State.
Original documents required:
Mother’s or father's long-form civil birth certificate
If claiming through mother, civil marriage certificate is required because of possible change of maiden name
Applicant's long-form civil birth certificate
Applicant's current passport
THROUGH GRANDPARENT:
Applicant must produce Foreign Births Registration certificate issued by Dept. of Foreign Affairs plus applicant's passport
NATURALISATION/ POST NUPTIAL CITIZENSHIP (PNC):
Applicant must produce original naturalisation certificate/Post Nuptial Citizenship (PNC) certificate or Irish passport plus applicant's passport
PREVIOUSLY STAMPED:
Any applicant who has a previous Without Condition endorsement may have this stamp renewed in their current passport on production of both expired passport containing the endorsement and their current passport.
If an applicant has a parent who was granted citizenship by naturalisation/PNC/parentage/etc before the applicant in question was born, it is also open to him/her to obtain a Without Condition endorsement in his/her foreign passport.
The Without Condition endorsement can be obtained either by appointment or by post.
That means that either you are an Irish citizen or that you are entitled to be an Irish citizen. Irish citizens are not required to register with the GNIB and, as such, no GNIB Certificate of Registration will be issued.
What is your nationality as per your foreign passport?
You still need to get your GNIB card. Yes, you are entitled to work. You should also apply for an Irish passport, for simplicity. The United States permits dual nationality for it's citizens. You must, however, always enter the US using only your US passport.perry9 wrote:Ok..I am American..just wondering now am i entitled to work?

No. As mentioned, the GNIB do not register Irish citizens. However, there is no problem to work without a GNIB card as long as the passport is stamped.
Correct, however the OP has already clarified that his endorsement is "The holder of this passport is permitted to reside in Ireland without condition". if you applied for WCATT stamp after spending 8 years in ireland, and received the stamp '... without condition as to time.', then you have to go to GNIB and get a new GNIB card after paying 150 e.
