CAN NON EEA GET EEA FAMILY PERMIT BEC MY CHILD IS EEA CITI?

Please guide me as I have very serious issue.

I lived in the UK since 2004 and left UK in January 2011. I applied for Residence card but my application was withdrawn. The reason of this decision was the fact that I only did religious marriage to my wife and under UK law we are partner and as a student she cannot sponsor extended family member.

I left UK and came to Dubai. Its been four months I am here and things are not working for me. Hence, i want to go back to UK as my wife and daughter are still residing in the UK. When I applied for Residence card, I did not provide my daughter's passport as We didnt had it issued. My daughter was born in the UK but at the moment we got her Latvian citizenship as my wife (Partner) is Latvian citizen exercising her treaty rights as a student.

Now I am away and want to apply for EEA family permit, however I have same concern that our marriage is not registered under UK Law and this can lead my application to refusal. Would my daughter's holding a Latvian passport now can have impact on my application?

I graduated from UK last year september and have known my wife (Partner) since 2006 and have 2 years 3 months old daughter. We area family and rightnow in serious trouble as I am unable to bring my wife and daughter to Dubai as my job is still not good enough to support them completely.

My wife is not working currently and have registration certificate from HO as a student. She has completed her second year of university and soon she will be having summer vacations.

Can YOU PLEASE ADVICE ME that HOW SHOULD I APPLY FOR EEA FAMILY PERMIT from Dubai. What steps should I take in order to make sure that my application get accepted. Everything seems to be fine but my concerns are as follows;

1. My wife is student and I am her extended family member
2. She is not working
3. If she work then do I only need to give her employment details as WRS has been abolished, or after getting employment she need to apply for registration certificate again, this time a worker???

Kindly advice me on this matter as I am dying to see my daugter and wife ...

Family Member- Pakistan National
Wife (Sponsor)- Latvian National exercising treaty rights as student
Daughter-(Is my dependant)- Latvian National with UK birth certificate

***Im in complete contact with my wife and I can provide evidence by showing emails, phone calls, txt messages etc.

CAN I APPLY ON BASIS OF MY DAUGTHER BEING DIRECT Descendant of mine AND IM HER FATHER????but she is only 2 years old...

Why did you withdraw your application for a Residence Card and leave the UK? Can you be more specific about what happened?

How exactly did you get married and where?

Is your wife working at all? Can she get a job, even part time, during the summer?
