EEA2 Card Application Processing Time

Hi there,
I have read posts regarding waiting time for EEA2 card application but those are not up-to-date.
I recently applied on 2nd june 2011 how long is the waiting time for COA and full application process in 2011.
Any one knows abt premium service for EEA2 application? That when this service gonna start?
