Letter to prove dependency for parent. Romania & Bulgari

Hello.
My father has left his home country due to being made redundant and has been living with me and my oh in the uk since march.

We are looking at applying for a registration certificate (form BR1) but we need to prove his dependency in a letter.

We have all the paperwork the UKBA have required and advised us to get over the phone but we need to write this letter to prove his emotional dependency and we have no idea about how to write it, what format it should be in and from whose point of view.

Has anyone dealt with this before? Any advice would be appreciated.
