EEA FAMILY PERMIT

Hi,
I'm from Italy and my wife is thai and she has Italy Visa but Thai passport,
we live in Italy now and we want to move to England.

I read ukvisas.gov.uk and can apply online,
this mean we can do everything online and send documents to embassy?
Or however we must to go Roma Embassy? It's too far from us......
