To apply for a NI number you have to be in work or self-employed. Have you been allowed to seek work while awaiting your asylum application? If not then I think the answer is no.

well said Marie B...further to this, i've taken some salient points from the jobcenter website...

When should I apply for a National Insurance
number?
You should apply for an NI number if:
• you will be making a claim to benefit (work/child related)
• you have started or are about to start work
• you are self-employed
• your partner is claiming benefit for you, or
• you want to pay voluntary NI contributions
and would benefit from paying them.

based on the above, an asylum seeker is not included in the list..
