Tier 1 General - Original Letter from Local housing authorit

Hi,
I am going to apply the extension for my Tier-1 General Visa. In the application form at section N1 it asks for

N1 : Is the applicant recieving any public funds ?

Obviouly I ticked on "No" and then it says Go to section 5

Now Section N5 says :
Confim that you have sent original letter from local housing authority.

Any Idea what is it ? and how to get it ?

section 5 starts from page 46 which is about the 'consent and declaration' of applicant.
