Immediate entry/ILR as a spouse of 27 years

Hi,
I hope that someone online has had a similiar experience or has some advice - I have been asked to find out about the possiblity of getting ILR immediately or for entry.

My folks have been married for 27 years. My mother is British, my father is Zimbabwean. They have lived in Zimbabwe/Zambia/Uganda over the last 27 years. They want to relocate to UK.
Can they apply for ILR - using form SET(M) immediately?
I know that the life in the uk test must be passed first. Apart from that, is it possible to get Indefinate leave to enter?
The UKBA site mentions that it is possible for a spouse of over 4 years to get ILR for entry if certain conditions are fulfilled, has anyone been given ILR on this basis?

(The conditions on http://www.ukba.homeoffice.gov.uk/partn ... lpartners/ are:
We may be able to give you permission to live permanently in the UK as soon as you arrive, if:
you and your partner married or formed a civil partnership at least four years ago;
you have spent those four years living together outside the UK;
you are both coming to the UK to settle here together; and
you have sufficient knowledge of the English language and life in the UK. (You do not need to meet this last requirement if you are aged 65 or over.)

your mother can't apply for ILR from outside the UK, and can't make an application using form SET(M) from outside the UK either. She can however apply for indefinite leave to enter which the equivalent of ILR but granted outside the UK.

As long as she meets the life in the UK requirements (unless she is exempt for example due to age?) then she should be granted ILE as opposed to 27 months limited leave to enter.

I think that Greenie has misread the post and his reply should read father instead of mother.Your mother is British and does not need a visa to enter the UK
