english test requirement

Can anyone please let me know that is there an requirement for english test if you are applying for extension of stay in uk as partner of a person settled in the united kingdom? Also if you have been living in the united kingdom with your partner from last two years then do you need to provide reasons to ask for extension rather than applying for settlement ?
