Apparently they have already agreed to remove the report about this incident, so I don't see what exactly you want to achieve more (almost five years after this happened).
I also suppose UKBA can still trace which IO's were on duty at the time and place of the incident, so not having an ID of this individual IO should not restrict your possibilities.

You can actually refused to answer their questions about this. They can not deny you entry to the country if you are traveling with your wife based on not answering about history in their file. But expect a small fight.
You can apply for your UKBA file. See http://www.ukba.homeoffice.gov.uk/navig ... onal-data/ You should explicitly ask for details of all your previous entries to the UK and comments written by immigration officers.
