The link Paul mentions is about the EEA Family Permit. However as your husband has lived in the UK for more than 5 years, it appears he is now a UK Permanent Resident. He should apply for a document to prove this.
As a UK Permanent Resident, he can sponsor for a spouse visa under standard UK rules. Information at

A UK-rules spouse visa is more expensive and more complex than an EEA Family Permit - BUT you get UK permanent resident status after 2 years. If you get an EEA Family Permit you don't get permanent residency until after
five years.
So make your choice - how quickly would you like UK permanent residence?
You need to have permanent residence before you can contemplate applying for British citizenship. Is your husband planning to take out British citizenship? If so, you will be able to apply for citizenship yourself after 3 years in the UK IF you get a spouse visa under domestic (not EEA) rules. It's ok to have US/British dual citizenship.
