Can someone explain these wordings

What does Annual Survey of Hours and Earnings: No - mean?
I am a staff nurse Band 5 - the minimum salary in COP is Qualified nurse (band 5 or equivalent) £20,710, but my annual salary is £20,250 that is £460 lesser than the required salary. However I earn about £23,000 each year, my last p60 states £23,799.95 so will this be a problem for me?
