Schengen Visa - What if it does not get processed on time

Hi,

Recently,my friend who is Indian applied for a Schengen visa via post through the dutch embassy.

His planned departure date is earlier than the three week from application date in other words he signed a form saying I am responsible if it does not get processed on time..

Its fine if he does not make it as planned as he might lose a bit of money, but more of concern here is will he be able to go for a later date.

He has applied for a multiple entry visa, and his papers seem to be fine.

So the question is -

Will the authorities can still grant a visa even if it didnt get processed for that trip but as the request is multi entry there is still a chance -
Or is it a case of, could not process on time - cant get
