ILR - eligiblity under HSMP JR

Hi there,
I have question regarding my friend's eligiblity under HSMP JR:

Here are the timelines:

1. HSMP approval letter received - July 2006
2. HSMP visa stamp date - 22 Nov 06 till 22 Nov 08
3. Extension - 12 Nov 08 till 22 nov 2011

Is he covered by HSMP JR. Though he got approval letter in July 2006 his visa is stamped on 22 Nov 2006 which is few days outside of 6th Nov date.

Also, is Life in UK test required in this case?

Yes.
You have to take the date on which UKBA recd his application which you havent mentioned but will be before 07/2006 anyway

Also, is Life in UK test required in this case?

No ,not for ILR but reqd for Citizenship
