Query regarding PEO booking

I have called the home office today to book for in person appointment.. and the lady who answered me .. asked me about which date I have entered the country and also which date my visa was issued ... I answered that i entered the country 15/09/2006 and my visa was issued 10/09/2006. then she said that I can book 28 days before the date when my visa was issued and she booked me 15/08/2011.
after few mints I thought again and I was not sure of this ... and I called the home office again.. answered by another lady.. told her what happened and she said that was wrong and you should book 28 days before the date where you entered the country so she cancelled my booking and booked me 18/08/2011...

any comments please ??

ok but how come they miss lead applicants .. I could just dont call again and go 15/08 !!! this is really strange !!!
